Student Government Association (SGA).
The Student Government Association of Armstrong Atlantic
State University includes the Executive officials, the
Student Senate, the Student Court, and the Campus Union
Board. These elected and appointed officials seek to
express the will of the general student body. The
university faculty and administration rely heavily upon
this group in seeking the participation of the student body
in matters that concern student life. The Student
Government Office is located in Rm. 101 of the Memorial
College Center.
CONSTITUTION OF THE STUDENT GOVERNMENT ASSOCIATION OF
ARMSTRONG ATLANTIC STATE UNIVERSTY
Adopted April, 1971,
Amended, February, 2006
PREAMBLE
We the students of Armstrong Atlantic State University,
believing that student government is necessary and
beneficial, do ordain and establish the Constitution of the
Student Government Association of Armstrong Atlantic State
University. This Constitution supersedes all previous
Constitutions.
ARTICLE I - NAME OF ORGANIZATION AND MEMBERSHIP
SECTION 1. Name
The name of this organization shall be the Student Government
Association of Armstrong Atlantic State University.
SECTION 2. Membership
All registered students of Armstrong Atlantic State
University are members of this organization and have a voice
and vote in all student referendums. Members are subject to
all rules and regulations as may be herein or hereafter
enacted by this organization.
SECTION 3
With the exception of the Honor Code and the Student Code of
Conduct all legislations, rules, and regulations passed by
the Student Government Association are subject to review by
the Vice President of Student Affairs and the President of
Armstrong Atlantic State University.
SECTION 4
The Honor Code and the Student Code of Conduct shall be
subject to review by a simple majority of the faculty and
student body members voting and/or the President of Armstrong
Atlantic State University.

ARTICLE II EXECUTIVE BRANCH
SECTION 1. President of the Student Government Association
A. Qualifications for Office of President.
1. Candidates for the Office of President of the Student
Government Association shall have at least 45 hours credit,
30 of which are to be obtained at Armstrong during 3 of the
last 4 semesters.
2. Candidates shall have a minimum cumulative grade point
average of 2.2.
3. The President of the Student Government Association must
be a student registered for at least ten hours per semester
for the entire year of office.
B. Nomination and Election of President
1. Any student qualifying under Article II, Section I, A, of
this constitution shall be eligible to seek the Office of
President of the Student Government Association by filing a
leadership application in the Office of Student Activities.
2. This election shall be held no later than the third
Thursday in April.
C. Duties of the Office of President
1. Having a cabinet consisting of the Vice President,
Secretary, Treasurer, and any other position that he/she
deems necessary for the administration of the Student
Government Association.
2. Appoint any committee that he/she deems necessary to
provide for the administration of the Student Government
Association.
3. Call meetings of the Student Government Association when
deemed necessary. Such meetings shall be scheduled two weeks
in advance on the Student Activities Calendar and must be
publicized sufficiently.
4. Call special meetings of the Student Senate.
5. Veto, when deemed necessary, legislation passed by the
Student Senate. The veto must be given to the Vice President,
in writing, prior to the next regularly scheduled Senate
meeting. The veto may be over-ridden by two-thirds of the
membership of the Senate. The Senate must over-ride the veto
within five (5) class days after the meeting in which the
Senate learns of the President's veto.
6. Fill vacant office by appointment if no other provision
for occupying the office is made in the Constitution. Such
appointments must receive approval of two thirds of the
membership of the Student Senate.
7. Is encouraged to be present at all Senate meetings except
for accepted absences as defined in the Faculty Handbook.
8. Does not have a vote in the Senate.
9. Serves as a member of the Conduct Committee and the
Publications Board.
10. Other duties as established in the SGA Bylaws
SECTION 2. Vice President of the Student Government Association
A. Qualifications for the Office of Vice President
1. Candidates for the office of Vice President of the Student
Government Association shall have at least 45 hours credit,
30 of which are to be obtained at Armstrong during 3 of the
last 4 semesters.
2. Candidates shall have a minimum cumulative grade point
average of 2.2.
3. The Vice President of the Student Government Association
must be a student registered for at least ten hours per
semester for the entire year of office.
B. Nomination and Election of the Vice President
1. Any student qualifying under Article II, Section 2, A, of
this constitution shall be eligible to seek the office of
Vice President of the Student Government Association by
filing a leadership application in the office of Student
Activities.
C. Duties of the Office of Vice President
1. Assume the duties of the President in his/her absence
from, or vacation of, the office of the President.
2. Serve as a member of the President's cabinet.
3. Preside as President of the Senate with the power to vote
in the case of a tie.
4. Not be absent from more than two Senate meetings per
semester except for accepted absences as outlined in the
Faculty Handbook.
5. Chair the SGA Awards Convocation
6. Other duties as established by the SGA Bylaws
SECTION 3. Secretary and Treasurer of the Student Government
Association
A. Qualifications for Office
1. Candidates must have a minimum grade point average of 2.2.
2. Candidates shall have a least 15 credit hours, all of
which were obtained at Armstrong.
B. Duties of the Offices of Secretary and Treasurer
1. In addition to maintaining the Senate roll, the Secretary
is responsible for the recording and distribution of minutes
for the Senate, Campus Union Board, and other SGA committees
as directed by the SGA President.

2. The Secretary is also responsible for the preparation,
collection and distribution of all SGA and CUB correspondence.
3. The Treasurer is responsible for financial reports to the
Senate and Campus Union Board, chairs the Finance Committee
and serves as a member of the Athletic Committee.
4. The Secretary and Treasurer have no vote in the Senate.

ARTICLE III LEGISLATIVE BRANCH
SECTION 1. Membership of Senate
A. Composition of the Senate
1. Senators shall be full time students elected by the
student body. In the event that the senator falls below full
time during his/her term, he/she shall be allowed to remain
on the Senate as long as he/she retains at least 10 hours;
but is required to return to full time status the following
semester.
2. There will be one (1) senator, for every (30) thirty
graduates of the preceding academic year.
SECTION 2. Qualifications for Office of Senator
A. Candidates for senator shall have a minimum grade point
average of 2.0. Students with no university academic record
seeking Senate positions are required to earn and maintain a
minimum average of 2.0 their first semester in office and
thereafter.
B. Resigning. In the event that a Senator resigns, the
vacancy will be filled according to the provisions outlined
in Article III, Section 3C.
SECTION 3. Nomination, Election, and Appointment of Senators
A. Senators shall be elected in the Spring Semester no
later than the third Thursday in April.
B. All candidates for Senator may declare their candidacy by
filing a Leadership Application in the Office of Student
Activities within the period of time set aside for declaring
candidacy.
C. Senate vacancies that occur more than one month before the
annual elections will be filled by appointment. The President
of the Student Government Association shall make the
appointment and a two-thirds vote of the Student Senate is
required for confirmation. Vacancies that occur within one
month of the annual election will be filled by the election.
SECTION 4. Duties of the Senate
A. Shall enact, by majority vote, laws, resolutions and
statutes governing the student body in addition to operating
the provisions of this constitution.
B. Shall have open meetings unless otherwise announced in
advance.
C. Shall provide for the publication of legislation in order
that the student body may be informed.
D. Shall confirm all appointments by the President of the
Student Government Association by a two-thirds (2/3) vote of
the membership.
E. Shall impeach by a 2/3 vote of the membership any officer
of the Executive, Legislative, or Judicial Branches who fails
in his duties. Appeals may be made to the President of the
University.
F. Shall set up standing or special committees from within
the student membership. Such committees; temporary or
permanent, shall be governed by the Student Senate.
G. Shall act upon all student petitions signed by 10 percent
of the student body.
H. Shall not be absent from more than two Senate meetings per
semester except for excused absences as defined in the
Faculty Handbook.

ARTICLE IV JUDICIAL BRANCH
SECTION 1. The Student Court shall have jurisdiction over
students in all cases involving infractions of the Honor Code
and Student Code of Conduct.
SECTION 2. The Student Court shall write its own by-laws and
procedures.
SECTION 3. The Student Court shall be responsible for the
revision or amendment of the Honor Code. Any amendments must
be approved by a majority of the student body voting in a
Student Government Referendum and a majority of the faculty
in the Faculty Senate.
SECTION 4. Amendments to the Student Code of Conduct may be
proposed by the Student Senate and the Student Senate shall
be given an opportunity to review all amendments proposed by
the faculty. Amendments will be effective when approved by a
3/5 vote of the student body voting in a Student Government
sponsored referendum.

ARTICLE V PROGRAMMING BRANCH
THE CAMPUS UNION BOARD
SECTION 1. Name
The name of this organization shall be the Armstrong Atlantic
State University Campus Union Board.
SECTION 2. Purpose
The purpose of this organization is to provide a planned
program of Social, Educational, Recreational and Cultural
Activities for the University Community.
SECTION 3. Government
The government of the Campus Union Board shall be the
responsibility of the Executive Council and/or the entire
board. This will include the responsibility for all
coordinating and decision making aspects of the Board,
including the areas of membership recruitment, leadership
training, research, historical continuity, financial
accountability, technical assistance, publicity, division
chairperson appointment and evaluation.
SECTION 4. Membership
The voting membership of the Campus Union Board shall consist of
the Vice President, Secretary and Treasurer of the Student
Government Association, two Senators appointed by the SGA
President, with approval of the Senate and five committee chairs
appointed by the outgoing executive committee. The Executive
Committee will appoint one assistant chair per committee. The
assistant chair will vote only in the absence of his/her
committee's chair. SGA Executive Officers and Senators may not
serve as committee chairs unless no other qualified candidates
apply. The President of the SGA will be the chair of the Campus
Union Board and shall vote only in the case of a tie. The
non-voting membership of the Campus Union Board shall consist of
committee members appointed by the Senate Whip with consultation
of the committee chairmen
SECTION 5. The Campus Union Board shall meet regularly during
Fall and Spring semesters. The President of SGA may call
special meetings. All regular meetings shall be open to the
student body.
SECTION 6. Divisions
The Campus Union Board shall support five specific divisions.
These divisions shall carry out the objectives of the Board through
planned programs and activities.
SECTION 7. Funding
The Campus Union Board shall be financed by Student Activities fees
collected by Armstrong Atlantic State University and allocated by
the Student Government Association. The Campus Union Board shall be
subject to all rules and regulations specified by the Board of
Regents of the University System of Georgia, the Vice President for
Business and Finance of Armstrong Atlantic State University and the
Finance Committee of the Student Government Association.
SECTION 8. Removal of chairmen
A CUB chairman may be removed from his/her chairmanship by a
majority decision of the SGA officers.
SECTION 9. Principles of Ethics
The Armstrong Atlantic State University Campus Union Board shall
abide by al rules, regulations and policies of the Armstrong
Atlantic State University handbook and Catalog.
SECTION 10. Adviser
The Adviser of the Campus Union Board shall be a Student Activities
Administrative Staff member.

ARTICLE VI AMENDMENTS
This constitution may be amended through legislation
introduced to the Senate and passed by two-thirds majority
of that body present. Amendments are subject to review by
the Student Activities Committee. Final approval shall be
granted by two-thirds vote of those students voting in an
SGA referendum.
